Abbott: 1 person, 1 vot<\/strong>e<\/p>\n<p>Last Monday, the<a href=\"http:\/\/www.nytimes.com\/2016\/04\/05\/us\/politics\/supreme-court-one-person-one-vote.html\"> Supreme Court held<\/a> that states are allowed to count all residents, regardless of voting eligibility, when drawing election districts. The decision clarifies the meaning within the principle of \u201cone person one vote.\u201d<\/p>\n<p><strong>Voting fight not over:<\/strong><\/p>\n<p>After receiving complaints about insufficient polling locations and significant waiting times, primarily in Latino communities, <a href=\"http:\/\/www.cnn.com\/2016\/04\/05\/politics\/justice-department-investigation-arizona\/index.html\">the DOJ\u2019s Voting Section has reached out to Arizona<\/a>. Arizona has until April 22nd to respond to the DOJ&#8217;s inquiry.<\/p>\n<p><strong>Pinellas County Civil Rights Investigation:<\/strong><\/p>\n<p>The U.S. Department of Education on Monday <a href=\"http:\/\/www.tampabay.com\/news\/education\/k12\/us-education-department-opens-civil-rights-investigation-into-pinellas\/2271842\">opened a civil rights investigation<\/a> into whether the Pinellas County School District systematically discriminates against black children by denying them access to certain classes, special programs, quality teachers, and support staff.<\/p>\n<p><strong>Al Razak v. Obama: If wartime detention is permissible so long as there is a war going on, who decides when the war is over?<\/strong><\/p>\n<p>As discussed on <a href=\"https:\/\/lawfareblog.com\/al-razak-v-obama-who-decides-when-war-over\">Lawfare<\/a>, a DC District Court judge reaffirmed the president\u2019s current detention power, at the moment. But the court also suggested that a court can make the factual determination that \u201cwar\u201d has ended, and thus detention no longer permissible on that basis.<\/p>\n<p><strong>Two GTMO detainees transferred:<\/strong><\/p>\n<p>While the courts have reaffirmed the president\u2019s detention authority, the president has recently <a href=\"http:\/\/www.nytimes.com\/2016\/04\/05\/us\/politics\/guantanamo-transfers.html?smid=fb-share\">transferred<\/a> two Libyan detainees to Senegal from the Guant<span class=\"_Tgc\">\u00e1<\/span>namo Bay prison (GTMO). The two detainees had been held at the GTMO for 14 years without a trial.<\/p>\n<p><strong>Republicans attempt to prevent future transfers:\u00a0<\/strong><\/p>\n<p>After the transfer of two detainees, Senators Ayotte (R-NH) and Kirk (R-IL), <a href=\"https:\/\/lawfareblog.com\/senators-kelly-ayotte-and-mark-kirk-introduce-bills-halt-gtmo-transfers\">introduced legislation<\/a> to keep GTMO open and prevent detainee transfers through September of 2017.<\/p>\n<p><strong>UNC will enforce North Carolina\u2019s transgender bathroom law:<\/strong><\/p>\n<p>Last Tuesday, the president of the University of North Carolina sent <a href=\"http:\/\/abcnews.go.com\/US\/wireStory\/unc-president-campuses-follow-transgender-law-38232863\">a memo<\/a> informing the various campuses that the university will comply with the new law.<\/p>\n<p><strong>Boston taking a stand against North Carolina transgender law:<\/strong><\/p>\n<p>In response to North Carolina\u2019s bill preventing transgendered individuals from using public bathrooms that do not match their biological gender, <a href=\"http:\/\/www.bostonglobe.com\/2016\/03\/30\/boston-city-council-passes-travel-ban-north-carolina\/UxprmRTkT5Jwv9IqneZjYN\/story.html?event=event25\">the Boston City Council<\/a> has voted unanimously to ban taxpayer-funded travel to the state.<\/p>\n<p><strong>Civil Rights Groups Prepare to Fight Mississippi&#8217;s new &#8216;religious freedom&#8217; bill:<\/strong><\/p>\n<p>Mississippi\u2019s governor <a href=\"http:\/\/www.usatoday.com\/story\/news\/politics\/2016\/04\/08\/civil-rights-groups-mobilize-against-mississippis-religious-freedom-law\/82804786\/\">signed into law<\/a> a \u2018religious freedom\u2019 bill that allows the denial of certain services to the LGBT\u00a0community by those who believe that\u00a0marriage is between a man and a woman, that sex is proper\u00a0only within such a marriage, and that people are male or female based on their genetics and anatomy at birth.
