{"id":1230,"date":"2015-08-10T03:17:53","date_gmt":"2015-08-10T07:17:53","guid":{"rendered":"http:\/\/journals.law.harvard.edu\/jsel\/?p=1230"},"modified":"2023-07-25T12:17:45","modified_gmt":"2023-07-25T16:17:45","slug":"save-the-lions-justiceforcecil-2","status":"publish","type":"post","link":"https:\/\/journals.law.harvard.edu\/jsel\/2015\/08\/save-the-lions-justiceforcecil-2\/","title":{"rendered":"Save the Lions #JusticeForCecil"},"content":{"rendered":"<p>On July 1<sup>st<\/sup>, 2015, Cecil, the beloved black-maned lion, who was a popular attraction at Zimbabwe\u2019s Hwange National Park and the subject of a long-term <a href=\"http:\/\/www.cnn.com\/2015\/08\/03\/world\/zimbabwe-illegal-hunting-american\/index.html\" target=\"_blank\" rel=\"noopener\">research study<\/a>,\u00a0was shot and killed by American dentist, Walter Palmer. Cecil\u2019s death sparked international outrage and spurred Zimbabwean officials to ask the U.S. to <a href=\"http:\/\/www.theguardian.com\/world\/2015\/jul\/29\/cecil-the-lion-calls-for-prosecution-us-dentist-walter-palmer\" target=\"_blank\" rel=\"noopener\">extradite Palmer<\/a>, accusing him of poaching and illegally luring Cecil away from his protected reservation.<\/p>\n<p>Zimbabwe is a popular country for big-game huntsmen because many <a href=\"https:\/\/www.thedodo.com\/congress-cecil-lion-trophy-hunting-ban-1275558136.html\" target=\"_blank\" rel=\"noopener\">government officials<\/a> are all too willing to sell off endangered wildlife to the highest bidder.\u00a0In a <a href=\"http:\/\/www.cnn.com\/2015\/08\/03\/world\/zimbabwe-illegal-hunting-american\/index.html\" target=\"_blank\" rel=\"noopener\">separate incident<\/a> prior to Cecil\u2019s death, another U.S. doctor hired a safari guide to aid him in an illegal hunt.\u00a0 Like Palmer, the doctor lacked permits or quotas; however, unlike Palmer, he has yet to be charged and Zimbabwe has not asked for his extradition.<\/p>\n<p>Due to the poor monitoring and safeguarding of these animals, the U.S. and other foreign governments have begun to take action in their own countries to prevent similar atrocities. For example, in 2014 and 2015 the U.S. Fish and Wildlife Service <a href=\"https:\/\/www.thedodo.com\/congress-cecil-lion-trophy-hunting-ban-1275558136.html\" target=\"_blank\" rel=\"noopener\">outlawed<\/a> the importation of elephant trophies and on July 15<sup>th<\/sup>, 2015, the UN passed a <a href=\"https:\/\/cites.org\/sites\/default\/files\/eng\/news\/pr\/2015\/N1522120-E.pdf\" target=\"_blank\" rel=\"noopener\">resolution<\/a> denouncing wildlife poaching and trafficking, calling on governments worldwide to pass similar measures.\u00a0Despite these initial efforts, more regulation is needed.<\/p>\n<p>Specifically in reaction to the slaying of Cecil, Senators Robert Menendez, Cory Booker, Richard Blumenthal, and Ben Cardin co-sponsored the Conserving Ecosystems by Ceasing the Importation of Large (<a href=\"http:\/\/news.yahoo.com\/us-senator-introduces-cecil-act-curb-trophy-hunting-203448015.html;_ylt=AwrBT4HQEMVVCWUA7cRXNyoA;_ylu=X3oDMTByNXM5bzY5BGNvbG8DYmYxBHBvcwMzBHZ0aWQDBHNlYwNzcg--\" target=\"_blank\" rel=\"noopener\">CECIL<\/a>) Animal Trophies Act. Urging U.S. officials to not act as \u201ccowardly lions,\u201d the Senators propose that the act will\u00a0extend current U.S. restrictions on the importation\u00a0and exportation of\u00a0animal trophies to include animals that have been submitted as endangered or threatened under the Endangered Species Act.
