individuals and companies to submit comments regarding the safe harbor provisions of the DMCA ended.\u00a0 The US Copyright Office provided this 4-month comment period to help \u201cevaluate the impact and effectiveness of the safe harbor provisions.\u201d<a href=\"http:\/\/copyright.gov\/policy\/section512\/\" target=\"_blank\" rel=\"noreferrer noopener\">1<\/a>\u00a0\u00a0The Copyright office cited rapid changes in the internet since 1998 when the DMCA was established, as creating a situation \u201cripe\u201d to reconsider the way copyright owners can deal with online infringement.\u00a0 The study will \u201cconsider the costs and burdens of the notice-and-takedown process on large- and small-scale copyright owners, online service providers, and the general public.\u201d\u00a0 Further, it \u201cwill also review how successfully section 512 addresses online infringement and protects against improper takedown notices.\u201d<a title=\"\" href=\"http:\/\/copyright.gov\/policy\/section512\/\" target=\"_blank\" rel=\"noreferrer noopener\">2<\/a><\/p>\n<p>Thursday, the day before the period ended, hundreds of \u201cartists spanning a variety of genres and generations submit[ed] comments . . . demanding reforms to the antiquated\u00a0DMCA\u00a0which forces creators to police the entire Internet for instances of theft, placing an undue burden on these artists and unfairly favoring technology companies and rogue pirate sites.&#8221;<a href=\"http:\/\/www.hollywoodreporter.com\/thr-esq\/music-industry-a-listers-call-879718\" target=\"_blank\" rel=\"noreferrer noopener\">3<\/a>\u00a0\u00a0Besides artists like Katy, Perry, Lionel Richie and Steven Tyler who signed the letter to the Copyright office, the RIAA claims \u201c18 major music organizations submitted a 97-page joint brief explaining the myriad flaws in the DMCA.\u201d<a title=\"\" href=\"http:\/\/www.billboard.com\/articles\/business\/7318658\/music-industry-stars-congress-reform-copyright-act\" target=\"_blank\" rel=\"noreferrer noopener\">4<\/a><\/p>\n<p>Amongst the flaws the groups and individuals noted are: \u201ca broken notice-and-takedown system, toothless repeat infringer policies and incentives for services to embrace willful blindness instead of preventing known and widespread infringement.\u201d<a title=\"\" href=\"http:\/\/www.billboard.com\/articles\/business\/7318658\/music-industry-stars-congress-reform-copyright-act\" target=\"_blank\" rel=\"noreferrer noopener\">5<\/a><\/p>\n<p>However, other groups, like Google, Facebook and Netflix, claim the DMCA safe harbor provisions \u201care still working effectively and as intended today.\u201d\u00a0 They cite evidence of the \u00a7512\u2019s effectiveness in \u201cthe increasing number of notice and takedown requests that are received and efficiently processed.\u201d<a title=\"\" href=\"http:\/\/blog.internetassociation.org\/post\/141914748038\/dmca-infringement-takedowns-work\" target=\"_blank\" rel=\"noreferrer noopener\">6<\/a><\/p>\n<p>While the Copyright office doesn\u2019t have the authority to change the safe harbor provisions, it will issue a recommendation based on their studies and consideration of submitted comments to a congressional subcommittee.<a title=\"\" href=\"http:\/\/www.bloomberg.com\/news\/articles\/2016-03-31\/katy-perry-billy-joel-lead-call-for-new-rules-governing-youtube\" target=\"_blank\" rel=\"noreferrer
