{"id":951,"date":"2011-08-16T08:58:38","date_gmt":"2011-08-16T12:58:38","guid":{"rendered":"http:\/\/www3.law.harvard.edu\/journals\/hlpr\/?p=951"},"modified":"2015-10-02T15:28:09","modified_gmt":"2015-10-02T15:28:09","slug":"oh-tpaw-we-hardly-knew-ye","status":"publish","type":"post","link":"https:\/\/journals.law.harvard.edu\/lpr\/2011\/08\/16\/oh-tpaw-we-hardly-knew-ye\/","title":{"rendered":"Oh TPaw, We Hardly Knew Ye"},"content":{"rendered":"<p style=\"color: #505050\"><em>Jake Laperruque<span style=\"font-weight: bold\">\u00a0<\/span><\/em><\/p>\n<p style=\"color: #505050\"><a href=\"http:\/\/harvardlpr.wpengine.com\/wp-content\/uploads\/sites\/89\/2014\/11\/5453198491_033cdd3b21.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-952 size-medium\" src=\"https:\/\/journals.law.harvard.edu\/hlpr\/files\/2014\/11\/5453198491_033cdd3b21-176x300.jpg\" alt=\"5453198491_033cdd3b21\" width=\"176\" height=\"300\" srcset=\"https:\/\/journals.law.harvard.edu\/lpr\/wp-content\/uploads\/sites\/89\/2014\/11\/5453198491_033cdd3b21-176x300.jpg 176w, https:\/\/journals.law.harvard.edu\/lpr\/wp-content\/uploads\/sites\/89\/2014\/11\/5453198491_033cdd3b21.jpg 294w\" sizes=\"auto, (max-width: 176px) 100vw, 176px\" \/><\/a><\/p>\n<p style=\"color: #505050\">With over five months to go before the Iowa Caucus, the 2012 GOP primary has its first casualty.\u00a0 Poor TPaw had no chance; his campaign couldn\u2019t even handle an unofficial straw poll with barbeque and\u00a0<a style=\"font-style: inherit;color: #3f6dcf\" href=\"http:\/\/web.archive.org\/web\/20110821233603\/http:\/\/newsfeed.time.com\/2011\/08\/15\/fried-butter-on-a-stick-the-iowa-state-fairs-artery-clogging-offerings\/\">fried butter on a stick<\/a>, and came to an abrupt end after he placed an unimpressive third behind Michelle Bachmann and Ron Paul.<\/p>\n<p style=\"color: #505050\">How does TPaw\u2019s withdrawal impact the shape of the Republican race?\u00a0<span id=\"more-5992\" style=\"font-style: inherit\"><\/span>\u00a0Given the nature of his campaign, it\u2019s hard to say.\u00a0 He tried to move to the right of Romney throughout the race, but also labeled himself as a moderate governor of a Blue State.<\/p>\n<p style=\"color: #505050\"><!--more-->He branded himself as a more competitive general election candidate, but also struggled to find any base of support.\u00a0 He criticized candidates for running as \u201centertainer-in-chief\u201d rather than substantive politicians, and also ran ads that looked like\u00a0<a style=\"font-style: inherit;color: #3f6dcf\" href=\"http:\/\/web.archive.org\/web\/20110821233603\/http:\/\/www.youtube.com\/watch?v=YfkNEq1XioE\">trailers for a bad action movie<\/a>.\u00a0 The truth is, the TPaw campaign never had a message, never had a theme.\u00a0 Perhaps that\u2019s what happens when you hire a 29 year old\u00a0<a style=\"font-style: inherit;color: #3f6dcf\" href=\"http:\/\/web.archive.org\/web\/20110821233603\/http:\/\/dailycaller.com\/2011\/07\/25\/why-nick-ayers-is-the-most-hated-campaign-operative-in-america\/\">who may or may not be brilliant<\/a>\u00a0to manage a presidential campaign.\u00a0 Even his withdrawal from the race was bungled; after the Ames Straw Poll Pawlenty tweeted \u201cCongrats to Rep. Bachmann on her win. Our campaign needed to show progress and we did. I\u2019m eager for the campaign ahead.\u201d\u00a0 Does that mean TPaw was eager to quit?\u00a0 Or were there just some campaign events in those following 10 hours that he was really looking forward to?<\/p>\n<p style=\"color: #505050\">However, there is one way the Pawlenty\u2019s departure changes the nature of the Republican field:\u00a0 Foreign policy.\u00a0 Of the contenders, Pawlenty was the only one who called for a more aggressive approach to our conflicts in Afghanistan and Libya.\u00a0 With him gone, we may now be guaranteed a Republican candidate who takes a more isolationist foreign policy position\u2014a strong rebuke of neoconservative foreign policy developed during the Bush Administration.<\/p>\n<p style=\"color: #505050\">If this led to a similar shift by Republicans in Congress, it could reshape the balance between the Executive and Legislature regarding foreign policy.\u00a0 In recent years Congress has had little control over military action; although Congress can authorize or limit war funding, the notion of defunding the troops is usually deemed to politically dangerous to pursue.\u00a0 But with Members willing to take the economy to the brink of collapse to win concessions on an issue, we might see a more extreme stance on funding the military to bring Congress back into the debate, and bring U.S. forces out of the various areas of the world they are currently pursing combat operations.<\/p>\n<p style=\"color: #505050\"><em>Image by\u00a0<a style=\"font-style: inherit;color: #3f6dcf\"
