Council of Europe Calls for Improved Treatment of Latvian Non-Citizens

Meeting in San Marino, the Standing Committee of the Council of Europe Parliamentary Assembly resolved that non-citizens in Latvia be granted at least the same rights as other EU nationals living in there.

The resolution called for automatic naturalization of elderly or native non-citizens in addition to those who have made significant contributions to the Latvian state. It also held that minorities should also be able to use their language in dealing with administrative authoraties in areas in which they live in substanstial numbers.

U.S. Senate and House Introduce U.S.-India Atomic Energy Acts

In response to the strategic decision to expand the US-Indian partnership, both houses of Congress have been working to pass legislation that will facilitate the export of nuclear materials, equipment, and technology to India. Though the bill is now on the calendar several amendments are still pending.

Third Circuit Modifies Award of International Arbitrator

After a federal district court issued a confirmation judgment of an international arbitrator’s award under the United Nations Convention on the Recognition and Enforcement of Foreign Arbitral Awards, the Third Circuit denied a motion made under Article V of the Convention to adjourn enforcement of the award, and altered the judgment to more closely adhere to the initial arbitration award.

Third Global Congress on Combating Counterfeiting and Piracy

WIPO, Interpol, and the World Customs Organization will convene the Third Global Congress on Combating Counterfeiting and Piracy in Geneva, Switzerland on January 30 and 31, 2007. The Global Congress will bring together top government and private sector representatives to seek more effective solutions to ending the global trade in counterfeit and pirated goods.
